Work permits for private-sector employees in Kuwait are issued by the Public Authority of Manpower (PAM, also known as PAM Kuwait or شؤون العمالة). The permit is the legal basis for the Article 18 residence and is filed entirely by the sponsoring employer through the Ashal/PAM employer portal.
Employees rarely interact with PAM directly except to check status through Sahel or the Ashal mobile app. Errors at the PAM stage - especially job title or salary mismatches - cascade into family visa rejections and residence renewal failures, so accuracy here matters more than speed.
