Mulkiya in United Arab Emirates
Mulkiya renewal is mostly a 10-minute online job - if your fines, Salik, and insurance are clean.
Last verified: 2026-06
Overview
The Mulkiya is the UAE vehicle registration card. It's renewed every year (some new cars get 2 years on first registration) through the RTA in Dubai, ADP in Abu Dhabi, or the relevant emirate's traffic authority.
You can renew up to 90 days before expiry. The system blocks the renewal if you have unpaid traffic fines, unpaid Salik (Dubai toll), expired insurance, or a vehicle inspection that's overdue. New cars under 3 years old are exempt from inspection; older vehicles must pass at an approved centre before renewing.
Documents required
- Original Mulkiya
- Emirates ID (digital is fine)
- Valid motor insurance certificate (13 months for new registrations)
- Vehicle inspection report (cars older than 3 years)
- Cleared traffic fines and Salik balance
Eligibility
- Vehicle owner or authorised driver with Emirates ID
- All traffic fines settled
- Insurance valid for at least 13 months from renewal date
- Vehicle inspection passed (if applicable)
Fees
| Item | Amount | Notes |

| Vehicle inspection (light vehicle) | 170 AED | At RTA/Tasjeel/Shamil centres; included with renewal at some test centres. |

Where to do it online
- ICP
Federal services; not the primary channel for vehicle registration
- GDRFA Dubai
Not used for Mulkiya; use RTA for Dubai vehicles
Tasjeel, Shamil, and Wasel centres bundle inspection + insurance + Mulkiya renewal in one visit for AED 100-150 service fee. Worth it if you can't clear an issue online.
Renewal
Annual renewal for most light vehicles. New cars get 2 years on first registration in some emirates. You can renew up to 90 days early without losing the remaining validity.
Fines & penalties
- AED 25/month late renewal fee
- Driving with expired Mulkiya: AED 500 fine + 4 black points + 7-day vehicle impound
- Failure to pay fines blocks renewal entirely
- Failed inspection items must be fixed and re-tested (re-test fee ~AED 100)
Common pitfalls
- Buying insurance with less than 13 months validity - renewal will reject it
- Forgetting Salik debits in Dubai - low-balance penalty blocks renewal
- Letting inspection lapse - the system blocks until passed
- Driving on the 30-day grace logic from another country - the UAE has no grace; expired = fine if caught
