MOFA Attestation in Oman

Get your foreign certificates accepted in Oman through MOFA legalisation - the slowest step, so start early.

Last verified: 2026-06

Overview

Almost every long-form Oman application - family joining visa, professional licence, marriage registration - requires foreign documents to be attested by the Omani Ministry of Foreign Affairs (MOFA) after a chain of attestations in the issuing country.

There is no Apostille shortcut: Oman is not a party to the Apostille Convention, so the full chain (notary, originating-country MOFA, Omani embassy, then MOFA Muscat) is mandatory.

Documents required

  • Original document to be attested (degree, marriage, birth, etc.)
  • Notarisation in the country of origin
  • Attestation by the originating country's foreign affairs ministry
  • Attestation by the Omani embassy in that country
  • Final attestation by MOFA in Muscat

Eligibility

  • Document is an original (or certified true copy where allowed)
  • All prior steps in the attestation chain are complete

Common pitfalls

  • Skipping the embassy step in the issuing country - MOFA Muscat will reject the document

  • Not translating into Arabic before submitting to ROP or the Ministry of Labour
